NEW - Here's one for you all. They have taken the arms off of the back gate exit. They are NOT planning on replacing them. I have witnessed at two separate occasions where I'm about to exit the back gate and a car whipped in to enter CB in the exit gate. Many vendors and others visiting now know the back gate has no arms and stays open for a long period of time, enough to sneak in. The first time the car entered through the exit gate and almost hit us as we were exiting, the second occasion I was entering the back gate and saw the vehicle ahead of me drive over to the exit gate and enter CB.
By NOT putting the gate arms back you are causing more chances of an accident and also letting unwanted visitors in. It's great to see how much our HOA and Board care about our community and safety. 3.28.26
NEW - The very basic essential rule at the front gate is that no visitor is admitted without giving the address or facility to which they are traveling and also giving their first name and last initial.
Three times during the past week between 5 pm and 9:45 pm I entered through the VISITOR side and stopped to talk to the guard. Each time, the guard remained in the guardhouse and opened the gate without coming out to engage and to obtain this very basic information. The guards do not know my car and do not know me. On a fourth occasion, visitor vehicles blocked both sides of the entrance. I waited for the driver blocking the resident side to back out (dangerous) and move to the visitor side. I then asked the Amazon Flex driver in the lead car if he had called the guard. He had done so three times without a response. I found the guard leaning against the HOA truck in front of the restaurant playing on his phone. He claimed that the guardhouse cell phone was not functioning, and seemed to have little concern over the blocked entrance. At the time I tried to enter, the post orders require the guard to be at the gate. I promise you that this just the tip of the iceberg regarding security deficiencies. 3.20.26
NEW - I have been sitting back and reading all the post and I have to say I agree with the vast majority of them. I do not use the polished turd of a restaurant, before we had the recall and board replacement I submitted information and photos concerning a pizza oven for the restaurant (WHAT A MONEY MAKER) but for some reason we had people on the board and still do that think it should be a venue with boring decor and food most people do not want for alcohol consuming snobs. I have a great idea lets decrease the size of the board so we have less conversation and rejection of our stupid ideas, that way we can spend more of your money and up your dues every year with less people and time spent. At this point I would vote to can everyone on the board except the new guy. I could get more done in a week by myself than these clowns get done in two. How's that for blowing off steam? I haven'e even addressed the broken gates issue, all the street lights that need replacing............... I think it's time for a nap. 3.18.26
NEW - I strongly believe we should continue to insist on a larger Board. The Bylaws, Section A.3.2. permits no more than seven Board members. The justifications to reduce the Board (see the Board's Memo of March 5) were weak. In fact, you could use their language in any change in Board members, up or down. I would suggest the best argument for an increase on our Board is to tap into the number one resource in our community, the experience, knowledge, and skills of our residents. If this Board is challenged to just maintain the property, how will 2 less members solve the problem. We need the additional brainpower in order to move beyond maintaining Corte Bella and begin soliciting a vision for the next 20 years. The residents get this - they are installing pools, sprucing up their landscapes, adding solar, etc. The two additional Board members could focus on the future, creating a series of questionnaires, and finally know where the majority of residents want to go. Our Board is fixing the hot tub, repairing the back gate, and agonizing over the Cypress trees. Move forward or step aside! 3.17.26
NEW - Hopefully, with a newly appointed and highly qualified Finance Committee, the HOA’s financial position can finally be properly understood and managed—something that has not been clearly demonstrated under the current treasurer.
It is also important that the Board President allow the Finance Committee to operate in accordance with its established charter, without unnecessary interference or direction regarding how and when it performs its responsibilities.
HOA funds belong to the community and should be managed with discipline and transparency—not treated as an unlimited resource that is repeatedly spent and replenished through increasing homeowner dues year after year. Notably, HOA fees have risen for the past three consecutive years.
At present, board leadership appears to be making spending decisions without a clear, long-term financial plan for the community. 3.16.26
NEW - This was not an “Annual” Board meeting for the residents. Since the President controls the agenda, the meeting once again appeared to be the Board President’s “show,” designed to talk at the community rather than listen to it.An annual meeting that allows only 10 minutes for the homeowner open forum — which was then cut short — raises concerns about whether homeowner input is truly being valued. In addition, there was no discussion addressing the issue of 7 vs. 5 board members.It also raises the question of what AAM might be able to accomplish if the Board President stepped aside and allowed them to perform their role more effectively. 3.12.26

NEW - I’m glad Kelly got it even though he’s out numbered. He has a great work history for being on the board. Retired carpenter here. They should not only leave the carpet in the social hall. They should add it to the restaurant. Acoustic ceilings alone will have a negligible effect. I don’t care what the acoustic engineer says. The design of the restaurant with all hard surfaces amplifies noise. Before they carpet the restaurant they should remove the booths, enlarge the bar and add a pizza oven. We don’t have a good deal with Kemper. Conflict of interest number one. Keith and Tom’s main priority is golf and they have not done a good job on our menu. We would be better served if Chris and Leon ran it. Not happy the restaurant is closed on Sundays and Mondays. I have owned homes in SunLakes and PebbleCreek. They are open daily and managed much better. We need some forward thinking people on the board. There should be long term goals. I hope Kelly can help. 3.12.26

NEW - I believe all future spending, unless urgent, be tabled until we can get the auditor to respond to the request for them to look a t the $200,000 plus discrepancy in the budget. It’s been over 5 months since the request. Get them to look at it or fire them!Halt the installation of acoustic ceilings in the activity room and restaurant. This is not an urgent need. Frankly, it’s not needed at all. I realize they did a decibel study. But did they compare it with other restaurants? I have been to other restaurants in the area that compare in size and not one is different than Bella Vista. In today’s environment it’s almost impossible to have a quiet/intimate meal.
Further this does not appear to be a well thought out decision. They are replacing the carpet with vinyl plank flooring in April. This will add to the noise level. So any improvement due to the acoustic ceiling will probably be negated. From what I hear… this is being driven by a core group of a few people and Kemper. The ceiling in the activity room Is beautiful…. So will they overlay that? We just replaced the carpet a few years ago, then purchased a commercial carpet cleaner to address the stains, Now they want to rip it out! They are just spending with no thought process or fire thought.
Landscapers are killing the rye grass and plan to replant with Bermuda grass. Now they want to hire a landscape architect to redesign the common areas with water conservation as one of their priorities. Seems likely that one of their suggestions might be to remove the grass or cut down on the size of the grass areas. So why undertake a renovation of the grass now?
The recap of the restaurant was filled with vague promises. They are going to look at ways to increase banquets, weddings, etc. Along with looking at ways to bring more people in the doors. So they haven’t been doing this in the last 2+ years. The original focus after the restaurant remodel was to get a restaurant management company to run the facility. Further, we were assured that the golf course management division was separate from the restaurant management division. I do not feel we got what we were promised. I do not believe both entities can be managed by the same person. Both are full time jobs. And the current manager does not have expertise in restaurant management. Kemper pulled a fast one on us! We pay them $11,500 a month for Part Time management, are obligated to cover their expenses and give them 10% of any profits. And they still can’t make money? They keep stating that it takes 3 years for a restaurant to get up to speed. That is simply boloney. Not a restaurant in this country would still be in business after 1 year if they weren’t making money. The board keeps reminding us that this is an amenity. So that is an excuse to lose money.? At the very least we should break even. Too much complacency here! Let’s look for someone to lease the restaurant who will have a stake in its success,

Is there any way we can get an item on the agenda specifically addressing resident's concerns with management of Bella Vista? I concur that getting someone in there to lease it for profit is a good idea.... Kemper is just not doing the job. I think if we could get an agenda item, resident would show up to have a discussion with the Board, if we can get them to listen. 3.15.26
it’s interesting to have an open forum like this where we can ready comments from our community. However, without any fact checking or correcting it also sends incorrect information – which can be a dangerous thing. While comments are interesting, the reader has to remember that the comment may be strictly opinion and not based on fact.
For example, there was a comment about the “unqualified GM”. This is inaccurate. The GM has the certifications required for the position and also worked as an interim GM so the Board could observe her skills.
Several people have commented why the Board isn’t discussing their decision to move to 5 members however the Board DID discuss this at an open Board meeting. They referenced the bylaws that give this option, referenced prior boards using this option, and then voted after the open discussion. They followed all the rules and there isn’t a need for additional discussion (although I appreciated the follow up email they sent).
And lastly, my own comment regarding the cost of operating the Bella Vista – people should look at the cost we spend to support each of our amenities; the restaurant, the tennis/pickleball courts, the fitness center, etc. . All of these cost money and the fact that the restaurant is utilized by outside guests helps offset our costs. I’m happy to have some of our HOA dues go towards maintaining an on-site restaurant. 3.12.26
In your last update you mentioned three of the new members to the FC. You missed Cheryl Harmon who was also appointed to the FC by the Board. 3.11.26

We need to return to a more "open" Board, that listens to the community and is totally transparent and open to everything happening. It just feels more and more that things are being done secretly behind closed doors. I don't know the justified reason for reducing the Board from 7 to 5 members, but I would think that should be a community vote and decision, not just a Board decision. Board is not listening and diverts answers to the lawyer excuse, the fact that something is privileged information, or that we can't get involved with day-to-day business even though we foot the bill for everything. They only want to hear everything is wonderful even when it is not. We are chasing repair bombs going off and then getting ripped off by AAM (pay for an activity director & all we have is redundant TAD concerts inside when we hate that because we make money off of the tickets we pay extra for.) Article 3 of the Bylaws details the rules and roles of the Board of Directors. Article 4 of the Bylaws details the rules and roles of the Officers of the Board and Corporation.
Article 3.2 of the CC&R’s defines Membership
Based on the “rules”, we can have an “owner non-occupant” who can be a member of the Board of Directors. I surmise this rule was included to allow persons who were “snowbirds” when the development was started the opportunity to participate in managing their investment from afar.
However, if we were to currently have an “officer” within the Board of Directors that owns a home in Corte Bella, but is a homeowner and full time resident of Sun City West, do you feel that would create a “conflict of interest”? Do you feel that a situation like this might influence a vote on moving from 7 Board members to 5? Do you feel that a situation like this might impact recent questions surrounding our finance committee?
The bigger question is “Did the Board (or ANYONE) on the Board know about this situation? If so, do you feel that it should have been disclosed for transparency?
This situation is provided for in our governing documents, but that does not mean that the membership should not be made aware of it. Especially if ANYONE on the Board was aware.
I would like to hear opinions on this matter as we are approaching a new election.... 3.3.26

Our neighbors including Sun City West, Sun City Grand, Happy Trails, Trilogy and Pebble Creek all require their visiting court teams to sign liability waivers as does Corte Bella. The Board has made attempts to provide value for our money but they must ensure proper checks and balances in the process. This is why I’m in favor of a finance committee with a strong finance background and 7 board members, representing a “diverse” population of the community. The Board is chosen to represent the whole community and must not forget to listen, weigh out input and discuss options to make the best decisions for the whole. With only 5 like minded members and “Board only” decisions, it is clear the Board is not interested in options, alternatives or anything the rest of the community has to say. We also lack a strong, experienced HOA GM who can assist the Board. Netta is doing the best she can but she doesn’t have support she needs from AAM. Unfortunately CB has proven over the years to be difficult to work with and AAM has chosen to take path of least resistance. So frustrated and embarrassed by this restaurant that I so desperately wanted to support. It’s very sad that you can get better service and better food at the Golf Club, with their tiny kitchen, than at the BV. Yet not one person is doing anything to address the know issues and complaints. They haven’t changed or corrected anything since it opened. My last HORRIBLE experience was the evening of February 4th, I was so embarrassed at the extreme lack of service and the horrible food.

My husband was involved in taking over a corrupt HOA board 2 years ago in our Mexico neighborhood in puerto penasco (Rocky point) They found 100’s of thousands of dollars in fraud and have brought transparency, honesty and lower fees to homeowners. He is interested in helping Corte Bella 2.28.26
CB has a Board President & Treasurer that don't seem to understand the HOA Financials (hard to believe but true.) CB has the AAM General Manager that cannot answer questions about the financial details during the meeting. The Finance committee has not met for over 4 months. The HOA had a LOSS of $66,000 in just December 2025 alone that either they could not or would not provide a clear accounting for and were not able to clearly explained. There is an ongoing financial audit for the last 3-4+ months with unanswered questions regarding HOA finances. Homeowners better get engaged & involved ASAP! 2.27.26

How can the Board approve the financials if there are losses & expenditures that are unexplainable? That is breach of fiduciary duties & not just for month of December but what was resolution of Oct & Nov that they could not approve or finalize months prior? Those unexplainable actions by the Board of persistent inaccuracies can lead to personal liability for each member of the Board. 2.26.26
Pretty clear to me that the Board and especially the Treasurer are not competent when it comes to financial matters. They were not able to answer questions about the financials they were presenting, and it got worse when they were describing the abnormalities the auditors were questioning. The board has made it clear that they are in charge, and don’t want input from the finance committee .
I think they feel pressure from the home owners, so they publicly claim to want a finance committee, but they were not willing to make a board member a liaison to the committee, or allow the committee direct access to the various departments to get answers to their questions.... 2.25.26
I was quite disturbed about the meeting which was very stressful. 1) I would like to see 7 people on the board, the finance committee reinstated and report to anyone other than Tim. He doesn’t seem to care what the finance committee says as I assume he doesn’t understand accounting/finance.
2) I feel Sharon is quite confrontational in conducting the meeting.
3) I feel that we ask questions that we are fed a line like the board or HOA will look into it to avoid the question.

The solution that Brad suggested for the back gate before he left was never presented to the community. I would be interested in looking into that as a community to see how it could benefit us. The back gate is always broken and I’m sure we’re spending a lot to maintain it. 2.19.26
I wanted to let everyone know that the ladies door going into the hot tub area does not have a safety lock on it. Meaning you push the button and the door unlocks so you may enter the ladies hot tub area from the outside. This is a safety feature for children, in case they enter the hot tub area unaccompanied by an adult. Numerous emails to Netta and Lindsay to get this fixed. This is a safety/code violation and it has never been addressed for months or more. We have not been given emails in return. Also, the clock does not work in the Spa area, the lights above do not turn on in the spa area. Our emails have fallen on deaf ears with property management and the Board. The Board was always included in these emails and nothing has been done. 2.19.26

I have a problem with not being given the Cost and / or Net Profit for any HOA activities. More importantly what is Cost and / or Net Profit for the Kemper run outside businesses that use our Social Hall. I would like to know how many extra's we pay for? An example would be as far as maintenance. What is actual their job? Who cleans pool area / chairs? Who cleans the outdoor furniture behind B. V.? Who cleans our windows? It seems all we pay them for consistently is chair set up. $125 is a lot to move chairs and tables! And who is in charge of a maintenance schedule? Do we have a schedule of rotating maintenance for our building etc.? 2.16.26

Thank you for doing this. We have many questions ourselves that appear on this site. We want to ensure that our beautiful community is being represented in the best possible way. It needs to be open, transparent and fair. No need to be spending needlessly for "legal consultations" on every matter that comes up. This won't help with our increasing HOA's. We need a board of 7 members. Additionally, we need the finance committee back. We have a wonderful thing here at CB so let's keep up with the times while letting all residents be a part of it! 2.13.26

I don't understand why our HOA doesn't at least have an accountant review all the finances for the year ending 12/31/25 in preparation for a full audit for the year ending 12/31/26. It isn't an overly expensive proposition, we would receive the benefit of increased confidence by our members knowing our funds are not being squandered. The suggestions which an audit would provide to improve methodology, accountability, accuracy and timeliness seems to be worth it. Hiding behind lawyers advice is an easy way to cover almost any position on any issue, maybe opening up to the community what the legal problems are would help eliminate some of the suspicion about cherry picking legal opinions until you get the one you want. (Closing the Christmas lights to residents only was a horrendous narrowminded decision, cheating many families who don't live here from the joy they had looking at all of the lights and exhibits, and the benefit it had to the Salvation Army. Is it possible to find out and publicize who the Scrooge was behind this one who hid and blamed it upon an attorney) On another topic, I don't go into the HOA office often, but when I do, it is usually depressing, 3 people there waiting upon who knows what, everything appears to be done as it was 20 years ago, on paper. Procedures are important, but I haven't found anything that couldn't be done online and eliminate much of the staffing, building costs, and air conditioning. Maybe it is time to review all of the processes that are needed and see which ones can be updated, removed, streamlined, or put online. On going to use the gym, I was told two months ago the system wouldn't accept the Corte Bella App on our phones, it needed to scan our cards, and it still isn't fixed. Maybe there isn't enough of an incentive to fix things, or improve upon them before they are broken. 2.11.26

I am a daily user of pool, gym and men's showers. Two weeks ago I and others reported that one shower had a totally plugged drain and another was partially plugged. This is a relatively simple fix - take the drain cover off remove the hair plus and pour in a drain cleaner. This is a 10 minutes job that does not require special skills. Given that we have three maintenance people on staff plus a cleaning I was very surprise to see a plumber doing the clean out. I talked with him and he confirmed it was just a build up of hair! Why was this not done by one of our three maintenance people? 2.12.26

To the resident that said we have never had an independent Audit, he is totally wrong. Corte Bella has had annual audits by a third party CPA Firm. Instead of hiring an outside firm to do a review they should have taken advantage of the Corte Bella Finance group to do the reviews. The board has been taken over by one power hungry person. They appointed their own person to serve out an elected board position term. Deleted 2 other board position. Everyone wants transparency and in order to know exactly where we stand financially, we need to request an OUTSIDE audit of our finances. We suggested that some time ago and a board member poo pooed the idea saying it would cost too much. Yes it would cost us but the reality is, it might cost us a whole lot more if we aren't financially solvent down the road due to mismanagement or worse. We need an INDEPENDENT OUTSIDE CERTIFIED AUDIT. We have lived here 19 years and we do not recall that one have ever been done!! Other community boards that we have had experience with have outside independent certified audits of the finances every few years. Now, that's transparence!!! 2.1.26

I do not understand why you do not have full distribution of e-mails of our residents. Who are you?
-I am in total agreement with the points you listed.
-I do NOT believe a Board of 5 people is sufficient to guide this commnity of 1650 homes.
-Assigning a new board member without an election is certainly not in accordance to CC&R's when an election can take place.
-I suspect this board of 5 members wants to have a few of their favorite friends to have existential POWER over our full community membership.

I had not been to the gym in months. I was very disappointed to see what appears to be a huge lack of attention to cleaning of the equipment and the overall facility. Machines appeared to need cleaning and service and there were dust bunnies and dead bugs in corners along baseboards. Worse yet, I ran into a friend who was so upset about that and the things being discussed on this site that he said he was ready to move if there weren’t so many houses on the market. Can anyone reading this share if they have heard of people leaving for any reasons such as this? 2.6.26
The leadership of the CB Board of Directors appears to confuse motion with progress. Busy work, endless activity, and checking boxes may create the illusion of productivity, but they are not the same as delivering real results for the community. Homeowners deserve outcomes, accountability, and measurable improvements—not just noise, resistance and motion without impact or community improvements. 2.5.26
When a company fails, it’s usually because of weak strategy and poor leadership at the CEO level.
When an HOA fails, the cause is no different—lack of clear strategy, ineffective leadership, and an absence of accountability at the Board level. Without vision and direction, both organizations drift, decisions become reactive, and the people they serve ultimately pay the price. 2.4.26

The current Board leadership seems to want yes-people, not independent thinkers or voices. Only one person is running for the open director position—1 out of 1,650 homeowners (0.06%). If elected, we hope this candidate will listen to residents, act in homeowners’ best interests, and avoid the politics and nonsense that have dominated this Board. 1.27.26
After living here for nearly 5 years, I fail to understand why anyone would want to be on a committee. The people that do are definitely appreciated by me. It does seem that input to the board falls on deaf ears from these committee members . I have known some of the volunteers for the Fitness center committee, ARC, and Finance which have shown their frustration in the position. I think that if the board members feel they do not have the time to discuss issues in an open forum, then they are not qualified. Do not hide behind "this is what our attorneys advise". Attorneys are NOT always correct in their assumptions. If there are valid reasons for unpopular actions taken by the board then they should be able to articulate that. 1.24.26
Thank you for these emails. Having lived in CB since the beginning, watching the first Board be developed and see the visons of that and subsequent Boards, and comparing them with our disgusting representation today, we are in a very sad situation. This is no longer a community striving for the betterment of its residents, but a community being managed with secrets and control. This is no longer a community for residents to enjoy, but one of many rules and regulations that make no sense, run by individuals who never use the amenities, yet claim to know what the residents want from these amenities. Briarwood now earns an amazing amount of money from CB resident functions, that should be held here in CB. I wish you would reveal who you are, there are a lot of very unhappy residents who will support changes. Thank you. 1.21.26
My thought is in regard to the Bella Vista. If we accept that our restaurant is an amenity and may lose money occasionally. If we accept that it is very hard to run a restaurant in terms of food inflation, labor costs and seasonality in an age restricted community. If we accept that we give the current management company, Kemper, rent free access to our property and do not assess utility charges. Why under these circumstances would we cut the only benefit solely for residents, the Sunday brunch? Cutting costs would be possible in a variety of manners. I am confident given the apparent lack of financial acumen that other options were not considered. 1.20.26
Since the Board has a self imposed cutoff time for Board meetings, which does not accommodate the Residents who have valid questions and comments, I suggest the Board hosts a monthly “Town Hall” meeting where Residents can ask questions and voice their concerns. I am hopeful this would lead to the Board being open and transparent to the Residents. 1.18.26
Several items: 1) Like to know the finances of the Bella Vista. Is it under water? 2) What happened to the back gate security committee? I volunteered to help but was told they had enough members and they would handle it. 3) We need to see the comparison of the "draft accounting for Oct. and Nov. " and the final accounting. They said they would be transparent about the outcome. Where do we find these changes? 4) Are the video cameras monitored for the back gates? 5) The incoming front gates need reflectors or lights, as they are hard to see coming in on a dark night. 6) Would like to retain the cypris trees remaining. They will need additional water in the summer months. 1.12.26
I attended the Board Meeting on Wednesday and for me it was the Board wanting to be in control 100% (even to the extent they cut off Residents who had valid questions or concerns!). Someone at the meeting put together the anonymous email I am forwarding. Please read it and pass on to others within Corte Bella as in my opinion things are slowly spiraling downhill. 1.11.26
Just a suggestion. Have the open meetings early evening so people that work can attend. I believe these meetings are scheduled to discourage maximum attendance. Thanks

✓Asked to articulate the Board's VISION for CB, the response was the Board has a reserve study
✓Meeting ended abruptly by Board President w/homeowner questions unanswered
